The study, carried out by the National Oversight and Audit Commission in February and March of last year, found over half of those surveyed nationwide believe their local authority is doing a good job.
Wicklow scored higher than average with the public in a number of categories including value for money, road safety and maintenance and affordable housing schemes.
At least 6 in 10 people believe their local council is making a positive contribution to the quality of life in their area.
