The trade union Forsa is meeting the HSE today calling for section 39 agencies to be brought under the remit of the executive for the duration of the Covid-19 pandemic.
The groups are independent, but get state money to deliver services for people with disabilities, addiction and the homeless.
The union says they first called for this three years ago, and that it would help in moving staff to where its needed within the HSE.
