Wicklow County Council has applied for funding to the National Transport Authority to carry out a transport study in Arklow.
If commissioned, the study will look at ways to help address traffic congestion in the town.
The council is being urged to prioritise the construction of a slip road on and off the M11 to the Vale Road and the development of a new port access road, which would remove a large number of heavy goods vehicles from the town centre.
Currently those travelling to Woodenbridge or Aughrim have to come through Arklow which adds to the congestion.
With Irish Water proceeding with its plans to provide a Wastewater Treatment Plant, Wicklow Sinn Féin TD John Brady says the study will help to unlock further potential in the town.
